BRAC Ultra-Poor Graduation Initiative (UPGI), a global programme within the BRAC network, aims to empower people around the world to escape the poverty trap and realize their potential through government adoption and scale up of the Graduation approach. By 2026, we aim to reach 21 million more people in extreme poverty by partnering with governments. To enable these partnerships, BRAC UPGI influences development actors including multilateral and bilateral institutions, civil society, academia, and media to support wider uptake of the Graduation approach.

The BRAC International hereby invites individual consultants to indicate their interest in the following assignment: Part Time (9-months) Visual & Design Consultancy.

 

1. Objective of the Consultancy Services:

The BRAC UPGI team seeks a part-time consultant to support the global Communications team with developing and designing high-quality visuals, presentations, graphics, and materials that assist our senior leadership in scaling Graduation through governments across our target countries, as well as at the regional and global level. 

2. The main scope of services to be provided include:

                      I.        Development of visuals and graphics that illustrate the impact of Graduation and key data across different contexts 

                    II.        Enhance existing and create new presentations for leadership to deliver to key partners 

                   III.        Designing and formatting new knowledge products and materials (ie reports, one pagers, and briefs) to support efforts to scale Graduation through governments at the country and global level

                  IV.        Supporting leadership and country teams with tailoring visual products as needed to advance partner relations while ensuring all visual products and representation of our work align with BRAC’s overall brand 

                    V.        Maintaining space for extensive back and forth with multiple different leaders

3. The  eligibility criteria:

The  establishment of a shortlist and the selection procedure shall be in conformity with the BRAC’s Rules and Procedures for Acquisition of Consulting Services. Please note that submission of and receipt of the expression of interest by the consultant and BRAC respectively,  does not constitute an obligation on the part of BRAC to include him/her in the shortlist.

Note: It is the bidder’s responsibility to ensure that email submission is successfully delivered through the email address advised above, and within the stipulated time. BRAC shall accept no liability for any unsuccessful submissions, and late submissions (past 1700hrs East African Time) shall not be honored. 

6. Eligible interested consultants must provide:

  1. Cover letter demonstrating they have the skills and experience required to perform the services (featuring description of similar assignments; experience in similar conditions, for similar projects and in developing countries; general qualifications)
  2. A resume detailing their experience and references
  3. Sample work featuring design skills in developing content related to that which falls under the scope of the consultant listed above (ie graphics, presentations, briefs/reports)

Eligible and interested Consultants must also confirm that they comply with all applicable Anti-Terrorism Laws, including the Anti-Terrorism Act of respected country (as may from time to time be amended, renewed, extended, or replaced) and do not engage in or conspire to engage in any transaction that evades or avoids, or has the purpose of evading or avoiding, or attempts to violate, any of the prohibitions set forth in any Anti-Terrorism Law. 

7. Evaluation criteria of the shortlist

All Expressions of Interest received in line with the submission guidelines detailed above shall be evaluated in accordance with the Technical Proposal Evaluation Criteria indicated in the table below. A shortlist of a minimum of 3 and a maximum of 6 Consultants whose Expressions of Interest shall be evaluated as being technically responsive will be established at the end of the process, and these (shortlisted) consultants shall be contacted to participate in the RFQ process.

Terms of Reference (TOR) for Visual Content & Design Consultancy

1.0 About the opportunity

3.0 Qualifications

     The ideal candidate has more than 10 years of experience developing high-quality visual content (infographics, graphics, templates, designing reports and briefs, etc) that illustrate, synthesize and convey data and complex issues and/or development solutions, with/for donors, NGOs, governments that drive engagement.

     Candidates with less years of experience with qualifying skills are encouraged to apply. 

     A Bachelor’s Degree, preferably in graphic design, communications design, mass communications, journalism, marketing, or public relations; Master’s a bonus. 

     Fluent English, with experience in English-language communications in an academic or professional context; fluency in additional languages is a bonus.

     Strong visual content and design skills, with the ability to visually present and complex ideas in a clear and succinct manner particularly for presentations, collateral and social media.

     Strong understanding of Adobe Products including Photoshop, Illustrator, InDesign, Premier Pro or related software like Final Cut Pro, Canva, etc.

     Strong understanding of PowerPoint, Google Slides and other presentation platforms 

     Strong writing skills, with the ability to communicate complex issues in a clear, concise and persuasive manner.

     Extensive experience working across different teams and demographics with a varied workload and can demonstrate strong project management skills.

     Women and minority consultants or women and minority-owned enterprises are encouraged to submit a bid.  

4.0 Duration of the consultancy

The Visual Content & Design Consultant will serve as part-time staff for BRAC UPGI’s Communications Team  with a maximum of 15 working days per month which will be spread over the period 1 April 2025 – 31 December 2025.

5.0 Remuneration

The consultancy fees will be paid on a monthly lump sum basis. No additional benefits or per diems will be paid by BRAC. The Consultant will be responsible for obtaining personal health insurance at their own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.

Any in-person session or travel required for the assignment will be taken care of by BRAC International along with suitable accommodation for the consultants as per BRAC’s policy.

6.0 Reporting

This position will report directly to the Head of Communications, who will oversee the overall progress, review deliverables, and provide feedback as needed. All communications, updates and submissions must be directed to the supervisor for approval.

7.0 Location

This position requires close collaboration with UPGI staff in the US, UK, Sweden, Ethiopia, India, Indonesia, Rwanda, the Philippines, South Africa, as well as some external partners and BI staff members, depending on the task. A hybrid approach shall be followed, whereby, and depending on the specific need, the consultant shall perform the tasks/duties either remotely/virtually or physically depending on where they are based and who they are coordinating with on the work. It is critical that the consultant’s work hours overlap as much as possible with the global Communications team which is based in the US EST and in Kenya. 

8.0 General considerations

To fulfil the services stipulated in this Agreement, the Consultant may obtain or have access to some sensitive and confidential information concerning BRAC. Accordingly, it is requested that:

     The Consultant agrees that during the period of the contract or at any time thereafter s/he will not disclose confidential information to any unauthorised person; make use or attempt to use any confidential information, process, papers, or documents for personal benefit or the benefit of any other organisation or in any manner whatsoever other than in accordance with the terms under this special service agreement.

     The performance of this task under this agreement shall be the property of BRAC and here due credit as well as attribution will be given to the consultants. 

9.0 Condition

Any changes to the terms and conditions must be amended in writing. Notwithstanding anything contained in the resulting agreement or these conditions, BRAC may at any time terminate this agreement in whole or in part upon mutual agreement or when either party fails to perform any of its obligations under this ToR in line with the Termination Clause in the resulting agreement. In such cases, the consultant will be required to stop performing the work or any part thereof. In this situation, the consultant shall have no claim against BRAC by reason of such termination, other than payment in proportion to the cancellation terms of the consultant.
