About the Opportunity

BRAC’s Ultra Poor Graduation Initiative (UPGI) is dedicated to scaling up the Graduation approach globally, empowering the world’s poorest to achieve sustainable livelihoods and overcome extreme poverty. We are seeking a qualified national candidate based in Indonesia, to support all aspects of operations and administration processes to deliver the UPGI scale-up strategy. This position requires close collaboration with staff in Jakarta and 6 other provinces in Indonesia, namely West Sumatera, West Java, Yogyakarta, East Java, East Nusa Tenggara, and West Nusa Tenggara.

The UPGI is looking for a Provincial Coordinator for West Nusa Tenggara (NTB) Province to join our dynamic team. The successful candidate will be responsible for all aspects of the project and represent to key national, sub-national, and international partners, oversees the project outputs, milestones, project implementation, financial management, ensuring project activities are following donor regulations, BRAC International’s rules and regulations and project management policies, thereby preparing the project external and donor audits and also work closely with UPGI’s Global team to update the project implementation in Indonesia.

The Ultra-Poor Graduation Initiative is a global unit within BRAC International that was founded in 2016 to build off the success of BRAC’s Ultra-Poor Graduation program in Bangladesh. Graduation is an evidence-based, scalable intervention proven to break the poverty trap for the long term. To help eradicate extreme poverty, BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2026. At present UPGI has interventions with governments in South Africa, Rwanda, India, Indonesia, the Philippines, and India. 

 

Primary Responsibilities

     Develop a work plan for BRAC UPGI’s advocacy and engagement in NTB Province, building on the UPGI’s initial country strategy;

     Conduct initial needs assessments, and program and stakeholder mapping in the province in close coordination with the provincial government, and non-government actors (e.g., local NGOs and universities);

     Identify districts/cities and villages where the Graduation approach can be integrated into government policies/programs;

     Prepare Terms of References (TORs) for meetings/workshops/dialogues/FGDs on poverty reduction, economic inclusion, and social protection in the province; 

     Facilitate and conduct meetings/workshops/dialogues/FGDs to drive influence with partners, especially, the provincial and local governments, in the province;

     Facilitate and assist local governments in integrating the  Graduation approach into provincial/local plans, budgets and programs (e.g., annual budgets and development plans; transitional, mid- and long-term development plans; single window social services);

     Organize training for local government service providers on crucial Graduation topics to address skills and capacity gaps (monitoring, evaluation, livelihood development, and beneficiary targeting, for example);

     Prepare monthly monitoring reports on progress of activities, as well as challenges and emerging opportunities/issues; and 

     Perform any other relevant tasks as assigned by the supervisor.

Other (Safeguarding Responsibilities)

● Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation.

● Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

●  Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.

 

Qualifications

     Bachelor’s degree in social science, or other related field(s); Master’s degree preferred;

     At least 7 years of professional experience in research, project development and monitoring and evaluation;

     Experience working on local government programs required. Past work experience in local planning, budgeting and monitoring and evaluation of poverty alleviation and social protection program(s) preferred;

     Strong knowledge of the local context in terms of vulnerabilities and barriers faced by poor populations;

     Experience in developing strong relationships with governments and other relevant stakeholders at the local level required; and

     Excellent skills in oral and written communication with strong interpersonal skills and a high degree of political sensitivity.
